Pot Roast with Gravy & Vegetables

3-4 lb. bottom round, rump or arm roast
2-3 tsp. salt
1/2 tsp. pepper
2 T. flour
1/4 cup cold water
1 garlic clove, minced
2 medium onions, cut in wedges
4-6 medium potatoes, cubed
2-4 carrots, quartered
1 green pepper, sliced

Place roast in slow cooker. Sprinkle with salt and pepper. Make paste of flour and cold water. Spread over roast. Add garlic, onions, potatoes, carrots, and green pepper. Cover. Cook on LOW 8-10 hours, or HIGH 4-5 hours.
